It is a collaborative effort between six U.S. based training agencies (SDI, IDEA, PDIC, NASDS, NAUI, SSI, and YMCA), to make the open water referral process easier for divers, referral locations, and Instructors.

It allows an Instructor from any one participating agency to conduct referrals for all six different agencies. This means Universal Referral Locations can do referrals for any of the six participating agencies!

This is the Open Water Dives component of the full certification course for divers who did their classroom and pool training at their local dive shop prior to arriving.
